Taking action inspires the team to take action? Will it work? Yes, it will because a true leader will lead the team by an example as people watch what leader do more than they listen to what leader say.
There are multiple ways to motivate or inspire a team to take actions accordingly as leader plans or taking accountability of something but it depends on how a leader is communicating the things with the team.
Leadership does not mean only to lead the team but inspire the team members to improve themselves and achieve success for both for an individual and for the company.
People follow a leader who has knowledge on what they are working on so in order to gain respect and in a place to inspire one should have good command on knowledge on the content.

First thing first, in order to inspire a team there are certain things to be maintained among them and the same will be carried to team members.
The leader should share their vision and optimism to team members.
Do what you say:-
Most of the people say a lot of things but the same thing will not reflect in their actions. These kinds of people will lose the attention of their team members.
So whenever a leader says something the same should reflect in the action then the people start believing the things whatever the leader says.
Be specific and Communicate effectively:-
As like how the leader is, the team will be same. So in order to bring some kind of changes or some kind actions first, it should start from a leader.
So people start observing that from their leader and will try to be in the same way from next time or from next to next time.
Be transparent and communicate effectively with team members, be positive always and communicate the things to be achieved and to be followed. Explain more clearly about the result of following certain steps and actions.

Speak of both failures and successes so your team can relate them.
Confidence plays a vital role among the team members to take actions and it is a leader responsibility to build the confidence and clear the obstacles in their way.
Everyone is ready to take an action but something will stop them to do so, identify that from the individuals and challenge them in certain areas which in turn helps them to improve and follows with building the confidence.
This is the one which will be great among other things to inspire the team to take actions because in difficult situations most of the people will get panic.
So, as a leader stands in front of them and handles a situation in a tactic way gives a great inspiration for the team for the next time.
